Most significant HOA reform in Utah history: created the Office of the HOA Ombudsman at the Utah Department of Commerce; required annual HOA registry renewal (annual fee ~$90); capped and restricted transfer fees, reinvestment fees, and late fees; required governing documents to be available on request; ARC denials must be in writing citing the specific governing document provision violated; associations may not restrict use of fire-resistant materials in wildfire-risk areas.
Lowers the owner-vote percentage required to amend CC&Rs that prohibit solar installations on detached-dwelling lots from more than 67% to at least 51%, making it easier for communities to remove solar restrictions.
